I think it would be better to have more detail added to the translation of the word. The word has a lot of meanings and the translation in the introductory flashcard and ayah translation don’t seem to match.

In the meantime, see below for your understanding 
قَضَى stems from the root ق-ض-ي, with several meanings including “he decreed,” “he judged,” “he decided,” “he completed,” “he fulfilled” or “he settled.” The most appropriate meaning depends on the context of the verse, and sometimes the English meanings are interchangeable.
For the verse you cited, it would read as follows:
“By no means! He has not yet fulfilled what he was commanded.”
Here, يَقْضِ means to fulfil or accomplish; in the current translation it mentions ‘to comply’ as in complying ‘in order to fulfil or accomplish’.
In this verse Allah (ﷻ) is telling us that man has not yet fully fulfilled His rights as they should be, particularly the obligatory acts of worship. Therefore, we should not be deluded into thinking that we have completed everything commanded of us.
This highlights our constant need to strive for perfection in obedience and worship, acknowledging that there is always room for improvement in fulfilling Allah’s (ﷻ) rights.
