Depends on context
Unlike English and probably some other languages there is no “he, she, it”
In Arabic they only have “He, She” where “He” can mean both masculine or something without a defined gender (clouds, heavens, earth, etc.,)

In the Arabic language, there are only masculine and feminine pronouns, which are used to refer to males, females, and all other nouns. When referring to non-human nouns (including objects, ideas, etc.), the pronouns هُوَ and هِيَ translate to “it” in English.
For example:
هُوَ means “he” when referring to a male individual, and it also means “it” when referring to a masculine noun.
هِيَ means “she” when referring to a female individual, and it also means “it” when referring to a feminine noun.
Determining whether a noun is masculine or feminine becomes clearer with time and practice. While there are general rules to guide you, a few exceptions exist. With regular usage and exposure to Arabic, recognizing the gender of nouns becomes more intuitive.
