Leaderboard confusion

Is it possible for someone to be in a city’s leaderboard but not in the country’s one?

The other way makes sense, e.g if there are not enough people in the city, they can only compete in country’s one. But I’m confused as to how someone can be in the city’s leaderboard but not country’s? I’m just wondering if its a glitch

So it is an error then.
I can see someone in my city leaderboard, obviously at the top, but not in the country one
