Since I have 100% words, eventhough my setting is 24 cards per day (daily goal 6min/day), I only get 10-15 cards as these are the only ones needing revisions. So, I think in my case it would be better to receive random cards to fill the remaining cards up to my selected daily cards limit (i.e., time). I could try and manually mark words as “to learn” but I think it would be easier to just have more learning automatically rather than manually assigning it to myself
